'Mr Bull's Little Partner', 1878. John Bull, that stalwart representative of the British people, offers his arm to Greece. Behind the curtain can be seen the shadowy figures of the Emperor of Germany and Prince Bismarck. This relates to the recently signed Treaty of San Stefano which confirmed the terms of peace between Turkey and Russia. Following this, Bismarck had agreed to preside over a European Congress to consider the Treaty. Britain proposed that Greece should be represented at the Congress. Russia, however, objected to Greece's admission to the Congress unless Servia, Romania and Montenegro were also allowed to send representatives. From Punch, or the London Charivari, March 23, 1878.
