Woodrow Wilson before Congress, between 1913 and 1918. President of the United States. Women permitted to watch from the public gallery. In November 1916, Jeannette Rankin of Montana became the first woman elected to Congress. The Nineteenth Amendment of 1920 guaranteed the right of women to vote.
