'...the various entrances to the city were thronged by troops of travellers and public carriers of all kinds to whom a return to the capital was positively forbidden. The inconvenience to many townsmen, whose business constantly calls them outside St. Petersburg, can easily be imagined. The Cossacks are instructed to send everybody trying to enter the town to the superior officers stationed on the highways, by whom the strictest investigation is made'.
