Villiers, M.P.) read the Royal warrant...[and] said that, as the cases would be taken in the order of military rank, Lord Cardigan's [led the Charge of the Light Brigade resulting in very high British casualties] would follow immediately upon Lord Lucan's; then would come Sir R.
