General Alvaro Obregon and his staff were in Ciudad Juarez, Chihuahua, Mexico, attending the Juarez-El Paso conference relative to plans for cooperation between the United States and Mexico in the pursuit of Pancho Villa in May, 1916, during the Mexican Revolution. Staff includes: Andres G. Garcia, the Mexican Consul in El Paso; Captain A. Gaxiola and Colonel Aarón Sáenz Garza.
