Boris Bakhmeteff at City Hall, 1917. Shows Boris Alexandrovich Bakhmeteff (1880-1951), who served as the Russian Provisional Government ambassador to the United States (left front) with New York City Mayor John Purroy Mitchel (1879-1918)(center front) and New York City police commissioner Colonel Arthur Hale Woods (1870-1942) (right front). Bakmeteff was a member of the Russian War Commission to the United States in July 1917.
