"The 'Yamen' (Government House) where the late Chinese General lived, is now occupied by the new German Governor and his officials, and outside this building is a wall with a most curious design of a dragon, etc., on it. Behind this wall a staging and flagstaff have been erected, and sentries posted - in fact, it is used as a signal station for the ships in the bay.
