The murderer, as he is called, is quickly made an example of by the law. Fevers are, at most, universally acknowledged to be preventable diseases; how is it that they are allowed to level their thousands every year, and millions to suffer almost without protest? The most ordinary observer must be struck with the huge blunder. Who's to blame?
