Prince Bismarck, late Prussian Minister of Foreign Affairs and Chancellor of the German Empire, 1890. 'The Berlin Conference on Labour. The International Conference of delegates from the different European States, convened by an invitation from the Emperor of Germany to deliberate on the subjects of dispute between employers and employed in the manufacturing, mining, and other great industries, was formally opened at Berlin on Saturday, March 15, in the hall of Prince Bismarck's palace, where the Congress for the settlement of the Eastern Question was held, in 1878, after the war between Russia and Turkey'.
