Charles Cowles, Mayor of Mosman, 1894-5. Charles Cowles, a city gunsmith, was elected as an alderman on the first Mosman Municipal Council in 1893 and became its second mayor in 1894-5. Charles Cowles was second Mayor of Mosman in 1895,succeeding R.H. Harnett Jnr.
