Mr. Sheriff Cowan, 1883. Engraving from a photograph by the London Stereoscopic Company. 'Lieutenant-Colonel Phineas Cowan is well known through his connection with the Volunteer movement. In 1863 he raised three companies, and with them joined the 3rd City of London Rifles, in which regiment he remained till 1880, when he retired, with her Majesty's permission to retain the rank of Lieutenant-Colonel, to which he had been promoted in 1875. Colonel Cowan is a partner in the firm of Messrs. L. Cowan and Sons, of Barnes, Surrey, and of Mincing-lane, colonial merchants. His residence is at Lancaster-gate, Hyde Park. He married a daughter of Mr. Samuel Moses, for nearly half a century treasurer of the Jews' Orphan Asylum'. From "Illustrated London News", 1883.
