José Toral y Velázquez, Spanish general, last military governor of Santiago de Cuba, 1898. Toral y Velázquez (1832-1904) was a divisional commander of IV Corps in Cuba during the Spanish-American War. He surrendered the city of Santiago de Cuba on July 17, 1898, after the Siege of Santiago. From "La Ilustración Española y Americana", 1898.
