Sir Charles Reed, chairman of the London School Board, 1880. Reed was instrumental in the setting up of a free public library in the City of London, after a pamphlet he wrote advocating such a scheme was published. After being elected as the member for Hackney on the first London School Board in 1870, he became the vice-chairman, and chairman of the works committee. In 1873 he became chairman of the board, and remained so until his death.
