'Sir William George Vernon Harcourt, Q.C., who has succeeded Mr. Henry James in the office of Solicitor-General, is second son of the late Rev. William Vernon Harcourt, and grandson of the late Most Rev. Dr. Edward Vernon Harcourt, many years Archbishop of York. He was born on Oct. 14, 1827, and was educated at Trinity College, Cambridge, where he took his bachelor's degree in 1851, and obtained the honours of a senior optime and a first-class man in the classical tripos. He was called to the Bar, at the Middle Temple, in Easter Term, 1854, when he chose the Home Circuit; in 1856 he was made a Queen's Counsel. He has been a Commissioner for the Amendment of the Naturalisation Laws, and also of the Neutrality Laws. He has held the professorship of international law in the University of Cambridge. He has sat as the colleague of Mr. Cardwell in the representation of the city of Oxford since the last general election. He is married to a daughter of the late Mr. Thomas H. Lister, and stepdaughter of Sir George C. Lewis'. From "Illustrated London News", 1873.
