Newdegate, as he stands regarding the orders of the day, cannot fail to be recognised. Punctilious in his respect for the forms of the House, and generally esteemed for unflinching uprightness and honesty of purpose, the hon. member for North Warwickshire may with reason be called "The Guardian of the Constitution".'
