Members of the new House of Commons: Mr. W. E. Briggs (Blackburn), 1880. 'Born in 1848, second son of the late Mr. E. Briggs, by marriage with a daughter of Mr. Slagg, of Manchester. Was educated at Rugby School, and at Worcester College, Oxford. Is engaged in business as a cotton manufacturer at Blackburn. Was first elected for that borough in 1874, and has now been re-elected'.
