Born about 1842; educated at University of London, where graduated LL.B. Called to Bar at Middle Temple June, 1866, joined North-Eastern Circuit, practising at West Riding Sessions, Leeds, and Hull borough Sessions. Was recently elected a member of London School Board for Chelsea division. One of Committee of the Liberation Society. Author of treatise on Municipal Government of London'.
