Prison in Irkutsk, eastern Siberia, 1885. The new prison in Irkutsk; next to it is the old prison. The new city prison was built in 1861 to accommodate 450 prisoners but sometimes held as many as 1,500. At the time of Kennan's visit, 743 prisoners were incarcerated.
