Four-star Admiral Michelle Howard (born 1960) was the first African-American woman to command a United States Navy ship. In 2014 she was appointed Vice Chief of Naval Operations, the second highest ranking officer in the US Navy. A US Navy women's dress uniform jacket worn by Admiral Michelle Howard as commander. The single-breasted jacket is made from black twill fabric and has a short slightly flared skirt with a straight cut hemline. It has a rounded collar with a notched lapel.
